What are the hallmarks of terrorism?
Be Aware! As we go about our daily lives, we should keep an eye out for things that may be unusual or suspicious. Whether or not something is suspicious depends on the circumstances. But if you look at the situation as a whole, the activities listed below may sound warning bells. Here are a few examples:
Videotaping or photographing high-profile public venues, government buildings, or facilities such as power plants, airports, seaports, trains, power lines or pipelines
Because terrorists plan their attacks, they often videotape their "target" as part of their preparations. For instance, in 2001, a terrorist plot was averted in Singapore when it was discovered that a group was videotaping the Australian High Commission - the building they were intending to attack.
Be aware of anyone recording or monitoring activities, taking notes, using cameras, maps, binoculars near a key facility. Also be aware of people trying to gain information about a key facility in person, over the telephone, or by email.
Vehicles parked near important buildings or near busy public places
Vehicles have been used by terrorist for both surveillance and to carry bombs (for instance the bombings in Bali and Jakarta).
Be aware of people attempting to penetrate or test physical security or procedures at a key facility. Report behaviour that appears to be playing out scenarios like timing traffic lights, traffic flows, movement of people, and so on.
Unusual leisure activities
In preparation of the 11 September 2001 attacks on the World Trade Centre and the Pentagon, the terrorists undertook flight training but the unusual thing was they were not interested in learning how to take off or land the aircraft. If the activity does not make sense it could indicate a criminal or terrorist activity.
Be aware of people trying to improperly acquire explosives, weapons, ammunition, or dangerous chemicals.
False or multiple identities
Deception is one of the keys to a successful terrorist operation.. Deception allows the terrorists to blend into the community and go undetected until their planning is done and they are ready to attack. To do this, terrorists use stolen, fake or forged documents, including passports and driver's licences.
Be aware of people trying to acquire uniforms, access cards, or identification cards. These could be used in a terrorist attack.
